The article disputes the point of view that introduction term state-forming people into Article 68 Constitution Russian Federation is a legal nonsense and has only consequence it irritates ethnocratic elites national republics are part Russia. From author's view, Russians have never asserted themselves as people. culture was inclusive, which allowed to include most important elements other peoples. Slogan "Russia for Russians", popular among modern nationalists early 20th century, turns out be borrowed, its initial understanding associated with assertion need Russia's development reaction (!) actions outlying territories country.
